Sardinia Piedmont starts neutral to both Austria and France so I assume that if you start justifying on them right from the star you could probably get a cb from (puppeting or stealing Sardinia seen like good options). The have the largest population and as such can have a large army and a budding industry so focusing on that can help reaching gp status alongside the traditional prestige farming. Havent played them in a while but I usually ally them in my games and they very often reach gp status so perhaps I can give an outsider perspective.
